The service page gives who may use it as “제한없음” (no restriction) and how users are chosen as “선착순” (first come, first served). The system says a first-time user must join the Seoul integrated membership (서울시 통합회원) and, when joining, confirm their identity with a mobile phone identity check. It does not say whether a visitor without a Korean mobile phone can join.
